Most recently, I conducted several experiments on fairly weak hardware running Windows and Linux. (yes, this is also relevant for Linux users of the Debian family) and found a very interesting bug (or feature?). The fact is that in browsers based on Chrome, 3D acceleration is implemented very crookedly. Its job is to shift some of the load from the CPU to the video card, but it doesn't seem to work as it should. Usually this checkbox is located in the settings and is activated by default. The test showed that with the “Use hardware acceleration (if available)” checkbox enabled, the computer’s processor is almost always loaded at 100%, and when the checkbox is unchecked, the situation suddenly improves and the processor is only 70-75% busy. An old dual-core Intel Core2Duo E6850 was used as a test subject. And as a result, 1080p video stopped slowing down and stuttering. All you need to do is simply uncheck the settings (or switch the slider) and check if it helped you. It helped me.

In general, there are a lot of unofficial hosting clients that allow you to watch YouTube outside the browser window. You can find the one you like using the appropriate search phrase.
