Depending on the functionality and completeness of their implementation, all products belonging to group 1 can be divided into several levels:

Level 1 consists of software products, the main purpose of which is the creation of computer-aided design systems.

The most common are AutoCAD, CAD+GEO, CREDO.

This package is intended primarily for solving the problems of SAZPR and is not a basic tool for the formation of automated land management technology.

At the same time, it is most in demand as one of the elements of the system included in the general technological scheme of land management works.

Level 2 includes software that, in addition to the main function of SAZPR, has additional capabilities. For example, to solve certain cartographic and land management problems and create relatively simple geographic information systems.

They ensure the establishment of relationships between graphic images and semantic descriptions. These include: CADdy, the CADASTRE SOUTH software package developed by the federal cadastral center ZEMLYA, Object land and Geopolis.

At the 3rd level there are software products that provide extensive tools for creating full-scale GIS and have the necessary built-in mathematical apparatus for multifunctional image processing and the establishment of strict relationships between information from semantic and graphical databases. These products include: ArcInfo, MapInfo, Geo Media.

The 4th level includes software products characterized by the presence of powerful tools, both for creating GIS and processing cartographic material, and for building a fully automated production line - from processing initial cartographic and geodetic material to preparing a composite original. These include ArcInfo 8.0 and higher products.

One of the most famous and powerful software and hardware systems repurposed for working with geographic information and processing cartographic images is the MGI line and remote sensing data processing software from Intergraph.

This system has a large list of functions and capabilities for input, storage, processing, analysis, modeling of various spatial-indicative and attribute information presented on all kinds of maps, space and AFS, etc.

The above division of software products into 4 levels is quite arbitrary. They may be given different assessments by different specialists of the same system.

The main thing is the fact of qualitative differences between the levels:

Level 1 software does not have any special GIS functions;

2nd level – have their minimum set;

3rd – a wide range, but with a number of restrictions on use;

Level 4 software products have a full range of special GIS functions and are the most powerful tools for creating GIS of various orientations and constructing automated information processing lines.

Thus, software tools of the 1st group do not fully solve the problems of land management.

Analysis of software products of the 2nd group also shows that despite their widespread use in science and production, the ability to automate individual tasks and stages in land management, it is not yet possible to create an automated system that would provide a comprehensive and interconnected solution to land management problems linked between itself at the information and content level.

Based on the above, we can conclude: despite the large number of software and hardware already used in land management, there are currently no examples of creating complex automated systems that provide interrelated solutions to numerous and diverse land management problems.

At different stages of information processing, as a rule, software products of different origins are used, which creates a lot of inconvenience and increases the cost of the system. The exception is rare cases when powerful instrumental systems such as ArcInfo are used as a base tool.
